Projected Flight Conditions

General Overview: This is the second of the 2016 Tour of Duty's Flight Operations, the last being CON-95 Operation CHESTER 19-20 MAR 16. Like that operation the Ground Crew will have to force both outbound and inbound Gates, as there are no naturally occuring ones. This is a situation even more serious than the conditions previously experienced, where there had been a general decline over the preceding tours in associated numbers of stable wormhole connections, concentrated in the near and far Gate numbers, together with the likelyhood of extremely turbulent and dangerous conditions both in flight and off-world. All this appears to be due to the increasing influence of the Black Hole at the Spline Root at P567 (SG51P0567) and or the interference of the alien infestation (AS#2) currently under way in the mid part of the spline. Likewise the enemies deployment and use of nuclear weapons in an attempt to sever the spline, cannot, we think, be completely ruled out as a causal effect upon the systems aborant behaviour. Nor can our approach to sunspot maximum, which in the past has caused similar problems in the cycle. This time it is running later than in previous solar cycles. Solar activity continues to varry between just 30 and 50% of the previous sunspot maximum, that co-incided with the last drop off in Gate activations in 2000 ~ 2001. Finally the massive increase in the M1 type of ABC through CON-90 to -95 also indicates a resurgence of anti-T2 activity, see below.

Like at CON-93, the M1 ABC once again increased at CON-95. Whereas the M2 type appears to be in a sharp decline, probably as a result of the rise in M1 ABC. Quite what this reversal of the balance between the two types of ABC will actually mean in practise, we do not yet know. However, it is clear that this surge to re-establish M1 "dominance" is crucial to those that benefit from their presence in the environment. We need more information, that means T1 EPW's (Enemy Prisoners of War).

Special effort must be made to collect air, water, rock, soil and foliage samples, plus Enemy Prisoners of War (EPW's), during CON-96 OPERATION LEWES to coroborate the data. Type 2+ EPW's are also vital to the ABC recovery program, without which we will eventually have no medical supplies or munitions. See the Alerts section below for the reminder on the policy regarding Type 1 and Type 2 EPW's.

The precautionary principal dictates that CON-96 will be subject to the EXTREME ABC Protection Protocol, as levels are expected to be dangerously high off world. Note that it will be necesary for all exterior gear to be removed for decontamination immediately upon return from off world missions, to ensure personal and collective bio-safety post flight-WITHOUT EXCEPTION! CON-96 will like CON-95 before it conclude with a 10 day mandatory "lock down" pending a full medical and equipment inspection/decontamination at each of our operational facilities. ALERTS & SPECIAL ORDERS

  • 1. Arising out of CON-095 all SG Bases are reporting a significant enemy interest in P617 and P731 as visited by teams from RGHQ-51 at that time. The data recovered during both actions on P731 and the nightime raid on P617 was heavily encrypted and has proven difficult to decrypt. However, it is clear that some kind of major action is being planned, possibly for the autumn cycle. The captured T1 who identified himself as

    Samuals, whose true identity still remains obscure despite DNA testing, has however provided excellent intelligence, and a rough idea of the content of his folder. The T1 command group is of the opinion that P731 is intended to be a T2 Assembly Area, potentially for a major attack upon P617. The T2 operations on P731 as evidenced by the destruction of the village, they believe is intended to clear the planet of all T1 activity, thus leaving them blind on that planet. This belief by Samuals has been born out by the data recovered from the material brought back by SSGT Reynolds during CON-95.2, again to P731. It is to be regretted that the High Value Target (HVT), the object of that mission was not captured.

    The three living T1 EPW's brought back were of little use and they "shut down" during questioning, although they did express thanks for not killing them out of hand as well as providing medical attention. They have been transferred to secure facilities. DNA has as yet to provide their ID. However the decapitated T1 brought back by Reynolds from P617 has been identified as one BURGESS, Arther, aged 48, a former Recon Sniper of the US Marine Corps, who went MIA in 1996 from C-105 just prior to the SAR mission OPERATION HASTINGS CON-003.

    The extensive data recovered from P617 during CON-095.3 are details of radio traffic conducted by one of the T1 factions. So far little actionable intelligence has been recovered, but it has proven highly informative about the state of play between the various T1 factions. Despite PERCY's assertions that the T1's remain split and at war with one another, this would appear to be incorrect. According to the records their differences were resolved over 18 months ago. We cannot help but conclude that PERCY is not what he claimed to be, and that in some fashion our desire to deal a significant blow to the T1 community has been exploited. Therefore PERCY, is like the PREACHER, now number 1 and number 2 on our Most Wanted List respectively. Consequentially we have made in known via other STAR GATE bases, that they're SG Teams should during CON-096 make any T1's met, that we wish to re-establish contact with Mr. Percy, with a view to closer co-operation. This will we hope provide an opportunity for his capture. Linked to here is the CON-095.3 Map (PDF) that PERCY provide for our team to carry out their mission on P617. It may prove of use during CON-096.

  • 2. A SAR request has been recieved by RGHQ-51 to recover a missing man from P731 where a Russian SG Team was operating during the early phase of this operation. See their E-MAIL. It is possible that their activity is related to the T2 interest in P731.
  • 3. Operation LINEBACKER continues, CLEGG teams may be encountered especially on P731. See note 5 below.
  • 2. Be advised that once again our intelligence archives have suffered a major loss of critical data, which is having to be rebuilt. However, at present there is no evidence of off-world hostile intent. A second virus was propergated across several stand-alone systems, implying an internal security breech, which is currently under investigation. How long and to what degree the lost data can be recovered is questionable.
  • 3. As this is only the fifth mission cycle of the last 18 months from RGHQ-51, we are in effect blind as to the military and scientific situation off-world. Great care and effort must be made to secure intelligence for the CONTACT program, before any consistent plans for future actions can be made. It was noted at the previous off-world operation ( CON-95) that T1's were moving through the system away from the Black Hole at the Root of all Splines, and Gatewatch has registered that stable targets have recently almost all been in the lower to further digits, with few "hits" in the centre of the Spline beyond Midguard (US) on P661 (SG51G-0799) near Fort Bifrost (UK). T2+ activity is also on the increase, following the movements of the T1's. Both hostiles are moving in numerous small groups, presumably to enhance evasion so as to make contact with friendly forces. Our #1 priority need is for living T1 EPW's for interrogation. The extremely unusual flight conditions at this operation demand additional caution in target selection and mission planning.
  • 4. It is believed but not yet confirmed that the nuclear detonation on or near the enemy position known as Fort Apache on P31 some miles from the old off-world base at New Greenham Common (aka C105), durring the final mission of CON-74, may have cut the Spline at this point. Any intelligence that can confirm or deny this assessment is a priority at this time. Enemy transports of nuclear materials must be intercepted and retrieved.
  • 5 You are reminded that AREA-50 in the USA is once again on-line, and their CLEGG ("CONTACT Long Endurance Gate Group") program was reactivated during CON-83. Be aware that you may encounter such personnel off-world. Current and outstanding units will be using the following Authentication Codes:

    CON-90   "BLACK DIAMOND"
    CON-92   "HIGH GUARD"
    CON-93   "ARKLIGHT"
    CON-96   "GREENBACK"

    NB: All CLEGG teams from CON-95 returned safely to Earth at that time.
  • 6. You are reminded that the policy on the recovery of Type One Enemy Prisoners of War (EPW) has been revised in light of intelligence gathered at previous operations. Secure accommodation has been created in inaccessible locations, wherein Type 1 EPW's can enjoy a significant degree of personal freedom, without fear of M1 extraction (currently remains a fatal procedure). It is hoped that the less finatical personnel may choose to surrender rather than fight to the death when capture is inevitable. SG Teams should wherever possible get this message across to the T1's. Bring them back alive. The policy regarding T2 series hostiles remains as before, that is bring them back, dead or alive.
  • 7. We are still seeking the missing UNMC Engineers from the 51ST Regiment, for enterogation and custady. These 27 personnel remain listed as MIA as of CON-68. Bearing in mind how long they have been off-world, it is unlikely that any of them remain uncontaminated.
  • 8. At the times specified in the operation schedule the Starlabs engineers can, upon receipt of a written authorisation from the base's S3 (Operations Officer), delivered via the authorised channels, i.e. the base's senior ground crew officer (BGEN Courtney-S1), program the XAD1471 system for a launch and a recovery flight to or from a target Gate of your choice (subject to technical issues), see below.
  • 9. Be advised that as Lieutenant Colonel James T. Law who, as many of you may remember was recalled from his assignment as the Commanding Officer of BASE-56 in New Zealand, to resume his position as the UNSGC Auditor, and asigned to serve in this Regiments Military Police Company, being still on other duties until September, his immediate superior Roger Schmit of the U.N. Audit Division, will possibly be attending Op.LEWES to carry out an interim report for GHQ. It is required that ALL operatives cooperate with his investigations in to personnel performance, procedures, security, etc. An abridged edition of his report will be made available late 2016, subject to UNSGCHQ adjudication. Re The XAD1471 & STAR GATE Operations

The XAD1471 is part of the Gatewatch system, enabling very limited control of the Star Gate by the Ground Crew, originally designed to permit emergency recovery of off-world teams. The system will only function during a "natural" Gate cycle, which occur in blocks of about 1~3 days, approximately 3~5 times a year, and require circa 72 hours of pre flight charging. The Ground Crew can then force up to eight (8)* safe Gate activations during that cycle, to or from a target of the operation's Officer's choice. It can only be safely used by prior arrangement at a specified time or when the inter-planetary Regimental Level Comunications systems are working adequately, so that an authorised request by the off-world team can be processed to activate the Gate and open the iris to ensure a safe landing. Be aware that the earlier the Ground crew are advised of an intended launch or recovery mission, the safer it will be for the SG team. For example, the short notice given by the surviving Engineers (OPERATION WINCHESTER, CON-68), resulted in losses during their return flight.

* Note that the new increased standard safe limit of eight (8) launch and recovery activations can ONLY be exceeded in an emergency situation. Be aware that there will be an increased probability of casualties or losses of personnel during additional flights.

You are reminded that Gates remain open for precisely 120 seconds ONLY, commencing with the specified launch/landing time.

WARNING: in any GATEWATCH chart providing launch and landing data, an asterisk set against the stated flight times for a givven Outbound and Inbound Gate Activation to a particular Gate, marks it as "varriable", in that the flight times are different from one another, which indicates extreme conditions within the wormhole. It is essential that Flight Crews immediately begin Anti-G-LOC drill upon passing the GATES Event Horizon.

The CO, XO, S2 & S3 must decide if and which targets they would like to attempt to make an Outbound or Inbound connection with, using the XAD1471 system in the available slots listed in the Chain of Command & Operations Schedule. If you desire to use the XAD1471, then you MUST notify the Star Labs engineers at your earliest to ensure a safe flight.
