Committee 78, founded on January 1 1947 and named after BASE-78 in Antarctica where the first STAR GATES were found, is the classified (UNSC5/TS) body providing oversight of the United Nations CONTACT Programme. Composed of the five key Security Council members, the United States of America, the People's Republic of China, The Russian Federation, the United Kingdom of Great Britain & Northern Ireland and the French Republic., plus a number of other representatives.
